Clay County Highway Department is responsible for the maintenance of 127 miles of designated county highways. In addition to county roads, the Department also assists its twelve townships with maintenance of 695 miles of designated township roads. The Department also provides engineering services and administers Township Motor Fuel Tax Funds and Township Bridge Program Funds for the twelve township road districts in Clay County. Clay County Highway Department is also responsible for inspection, rehabilitation, replacement and maintenance of 29 county bridges and 102 township bridges over 20 feet in length. The Department supervises the design and replacement of 2-4 bridges each year.


NOTICE OF LETTING

Sealed proposals will be received at the Clay County Highway Department until 10:00 A.M. on 4/30/24 for furnishing and applying materials required by Clay County and its various Township Road Districts for their 2024 maintenance programs, and at that time said proposals will be publicly opened and read.

Proposals shall be submitted on forms furnished by the County, which may be obtained at the office of the Clay County Engineer and shall be returned enclosed in a sealed envelope endorsed “Oil Proposal 2024 Maintenance, Various Road Districts” or “Oil Proposal 24-00000-00-GM County,” as the case may be.

The right is reserved to reject all proposals and to waive technicalities. Proposal guaranty in the amount of not less than five percent (5%) of the bid, or as provided in Article 102.01 of the Standard Specifications for Road and Bridge Construction, will be required. Bid bond will not be allowed as proposal guaranty. Contract bonds are not required, except for delivery and install group bid items in excess of $50,000, and the proposal guaranties of the successful bidders will be held in lieu thereof. Failure on the part of contractors to deliver the materials within the time specified or to do the work as specified in the proposals will be considered just cause to forfeit contractor’s surety, as provided in Article 108.10 of the Standard Specifications.
