The December 9, 2014 Reorganizational meeting of the Honorable Clay County Board was called to order at 5:30 p.m. by Sheriff Andy Myers.

 

The Pledge to the flag was led by Sheriff Myers.

 

The blessing was led by Brad Harris.

 

The roll was called: Present: Mike Spitzner, Brad Harris, Joe Goodman, Jeremy Wildbur, Janice Brooks, John Weidner, Chris Rinehart, Bryan Knapp, Ted Whitehead,  John Bayler, David Johnson,  Mike Rinehart, Sue Pettit, and Mary McCollough.

 

Absent: None

 

County Clerk Brenda Britton announced that nominations were open for Chairman of the Clay County Board.

 

Board Member Bryan Knapp nominated Ted Whitehead for Chairman of the Board.

 

There being no further nominations, Sue Pettit made a motion to close nominations, seconded by Joe Goodman.  Motion carried, voice action.

 

Clerk Britton declared Ted Whitehead Chairman by acclamation.

 

The floor was then opened for nominations for Vice Chairman.

 

Board Member Sue Pettit nominated Chris Rinehart as Vice Chairman, with John Weidner seconding.

 

There being no further nominations, Bryan Knapp moved that nominations be closed, seconded by Dave Johnson.  Motion carried, voice action.

 

Clerk Britton declared Chris Rinehart Vice Chairman by acclamation.

 

Chairman Whitehead declared that the board would recess for Committee Appointments to be made.  Time:  5:35 p.m.

 

Chairman Whitehead reconvened the meeting to order at 5:55 p.m. to announce committee appointments.

Chairman Whitehead welcomed new board members John Bayler and Jeremy Wildbur to the County Board.

 

Chairman Whitehead acknowledged guests and there was one agenda change:  David Hettich with Strata-X was unable to attend.

 

Motion by Mike Spitzner, seconded by Brad Harris, to approve the County Board minutes of November 13, 2014.  Motion carried, voice action.

 

Motion by Mike Rinehart, seconded by Brad Harris, to approve the action of the Claims Committee for paid and unpaid claims, except for Hospital Claims.  Motion carried, voice action.

 

Motion by Bryan Knapp, seconded by Dave Johnson, to approve paid and unpaid claims for the Clay County Hospital. Motion carried, voice action.  (11 Yes 3 No)

 

Board Member Mike Rinehart noted that the Road & Bridge Committee did not have a meeting due to the lack of a quorum, and those claims were reported directly to the Claims Committee.

 

Additionally, Rinehart noted that the Claims Committee generally meets in January to review Employee Time Sheets and Closed Session Minutes.

 

Jennifer Brown, 911 Coordinator, presented the 911 Report in written form.

 

Coroner Wes Miller presented the Coroner’s Semi Annual Report in written form.

 

Jeff Workman, Clay County Health Department, presented the Board of Health Report in written form.

 

Sheriff Myers presented the Sheriff’s Department Report in written form.  Additionally, Myers updated the board on the construction progress at the jail.

 

The Probation Department Report was available in written form.

 

Clay County Treasurer Jana Tolliver presented her Monthly, Semi Annual, and Fiscal Year End Reports in written form.  Additionally, Tolliver noted that the final distribution has been completed and transition to a new software program for real estate taxes will soon begin.

 

Motion by Jeremy Wildbur, which was seconded by John Weidner, that the Chairperson of the County Board be authorized to execute the Agreement for County Engineer’s Salary (BLR 09220) with the State of Illinois acting by and through its Department of Transportation, transferring Federal Surface Transportation program funds to the County Motor Fuel Tax Fund, in an amount not to exceed 50% of the County Engineer’s salary for calendar year 2015.  Motion carried, voice action.

 

Motion by Sue Pettit, which was seconded by Jeremy Wildbur that the County Clerk be authorized to certify the Resolution (BLR 09221), for the Section 15-CS025-00-AC appropriating the salary for the County Engineer to be 100% of the IDOT recommended salary for calendar year 2015.  Partial salary payment of Forty-Four Thousand Four Hundred Fifty and 00/100 Dollars ($44,450.00) will be made from Road and Bridge Fund and authorizes the same amount to be transferred from Federal Surface Transportation Program through IDOT into the county Motor Fuel Fund.  Motion carried, voice action.

 

Motion by Jeremy Wildbur, which was seconded by Mike Spitzner to approve Bridge Aid Petition 14 (06-2) in Larkinsburg Township.  Motion carried, voice action.

 

County Engineer Mike Quandt presented the Highway Department Report in written form.

 

Motion by Janice Brooks, seconded by Dave Johnson to remove Christine Phillips from the Flora Bank & Trust Shazam Account.  Motion carried, voice action.

Motion by Chris Rinehart, seconded by Bryan Knapp, to approve the reappointment of Mandy Hargis to the Clay County Housing Authority for a 5 year term, ending December 10, 2019.  Motion carried, voice action.

 

Motion by Sue Pettit, seconded by Chris Rinehart, to appoint Kindal Eastin as Supervisor of Assessments effective January 1, 2015.  Motion carried.

 

At this time, Clerk Britton swore in Kindal Eastin as Supervisor of Assessments.

 

Chairman Whitehead expressed appreciation from the County Board to Supervisor of Assessments Kevin Logan for his eight years of service.

 

Chairman Whitehead notified the board that Clay County will have 2 graduates in the Drug Court ceremony to be held December 19, 2014.

 

State’s Attorney Marilyn Brant reported that she had met with Treasurer Jana Tolliver to review the history of the hospital levy and presented her findings in writing.  Brant will follow up with a letter requesting the Attorney General’s opinion regarding Hospital Claims.
