The February 14, 2017 meeting of the Honorable Clay County Board was called to order 6:00 p.m. by Deputy Steve spitzner.
The Pledge to the flag was led by Deputy Spitzner.
The Blessing was led by Brad Harris.

Chairman Whitehead acknowledged guests recognizing newly hired County Engineer Darin Koelm and former Board Member Mike Rinehart. There were no agenda changes.

Jennifer Brown, 911 Coordinator, presented the 911 report in written for.
Motion by Brad Harris, seconded by John Bayler, to ratify the Chairman’s appointment of Jerry Burkett to the 911 Board. Motion Carried, Voice Action.
Motion by Barb McGrew, seconded by Mary McCollough, to ratify the Chairman’s appointment of Jason Hayes to the 911 Board. Motion Carried, Voice Action.
Ryan Hawkins, Kemper CPA presented the FY 2016 Circuit Clerk’s Audit, reporting a clean audit.
Hawkins next presented the FY 2016 County Audit with FY 2016 report presentation summary. The audit shows a clean opinion with the cash modified basis of accounting.
Hawkins also noted he had attended two presentations for new fund accounting software, stating this would be a positive move for financial reporting for Clay County.
The CCARS Shelter Services Agreement was tabled until the March meeting.
Jeff Workman, Clay County Health Department presented the Board of Health Bulletin in written form.
Workman answered questions on the financial reports, hospice credentialing.
Circuit Clerk Crystal Ballard, presented her report in written form and noted she has hired Loretta Hutchens as part-time, under 1000 hours/year. Ballard, asked whether a vote would be needed to increase salaries in her office. Finance Chairman Rinehart responded no vote was necessary, since she controls her budget.
Deputy Steve Spitzner, presented the monthly activity report in written form.
Treasurer Jana Tolliver, presented the financial reports in written form.
Motion by Mary McCollough, seconded by Brad Harris, to accept the low bid from Depew & Owen, $249,988 for Wyman Bridge. Motion Carried.
Motion by Joe Goodman, seconded by Barb McGrew, to approve the Hoosier Bridge Aid Petition, #17 (05-1). Motion Carried.
Acting County Engineer Gary Wenthe, requested a transfer of $40,000 from line item M5 to the Highway Department for 911 signage work. County Treasurer offered that the Highway Department submit bills to the County Clerk’s Office for payment. No action was taken.
Newly hired County Engineer Darin Koelm, took a few moments to thank the Board for the opportunity to return to the Clay County area.

Motion by Mary McCollough, seconded by Dave Johnson, to approve the Hospital Banking Resolution to remove Johnathan Smith from authorization to the automatic deposit machine and add Theresa Edgington, Emily Sams and Tara Meadows as presented. Motion Carried, Voice Action.
Hospital President Chris Hunt presented the Hospital Report in written form.

Motion by Brad Harris, seconded by Dave Johnson, to ratify the Chairman’s appointment of Ted Whitehead to the 708 Mental Health Board for a 3-year term ending March 2020. Motion Carried, Voice Action.
Motion by Mary McCollough, seconded by Chris Rinehart, to ratify the Chairman’s appointment of Nancy Hinton the 708 Mental Health Board for a 3-year term ending March 2020. Motion Carried, Voice Action.
Kristen Logan and Farm Bureau Manager Sydney Lay extended invitations to the County Board members and spouses to Clay County Leadership Night on March 10, 2017.
Chairman Whitehead noted he had received a call from the Meals on Wheels coordinator asking for elected officials to volunteer to deliver meals.
Whitehead also noted he has been in contact with UCCI requesting they come to the Clay County area for County Board Member training.
