The October 10, 2017 meeting of the Honorable Clay County Board was called to order at 6:00 p.m. by Sheriff Andy Myers.

The Pledge to the flag was led by Sheriff Myers.

The blessing was led by Chairman Whitehead.

The roll was called:

Present: Ted Whitehead, Chairman, Shannon French, Joe Goodman, Janice Brooks, John Weidner, Chris Rinehart, John Bayler, David Johnson, Joe Gilliland, Mary McCollough and Barb McGrew. Absent: Brad Harris, Jeremy Wildbur & Bryan Knapp.

Chairman Whitehead acknowledged guests and there were 2 agenda items to change: remove item 13 B on County Engineer and item 15 H under Executive Finance.

Motion by Mary McCollough, seconded by Joe Goodman, to approve the agenda as amended. Motion Carried, Voice Action.

Motion by Barb McGrew, seconded by John Weidner, to approve the County Board Minutes of September 12, 2017. Motion Carried, Voice Action.

Motion by Joe Gilliland, seconded by Dave Johnson, to approve the action of the Claims Committee. Motion Carried.

The 911 report was provided in written form to the county board.

Motion by Mary McCollough, seconded by John Bayler, to ratify the Chairman’s appointment of Bill Atwood to the Clay County 911 Board (Public at Large Member) Motion Carried, Voice Action.

The Board of Health Bulletin was provided in written form to the County Board.

Sheriff Myers presented the Sheriff’s Activity Report in written form.

Motion by Dave Johnson, seconded by John Bayler, to approve the Phone System upgrade with Wabash Telephone for the Courthouse. The estimated recurring phone charges are $1384.48/month. Motion Carried.

Sheriff Myers presented the Jail Inspection Report for public review.

County Treasurer Jana Tolliver presented the financial report in written form.

Circuit Clerk Crystal Ballard presented her quarterly report in written form.

Motion by Joe Goodman, seconded by Shannon French, to approve the 2018 Holiday Schedule for the Courthouse. Motion Carried, Voice Action.

Motion by John Bayler, seconded by Barb McGrew, to adopt the 2018 County Motor Fuel Tax Maintenance Resolution (BLR 14220) in the amount of Five Hundred Twenty Five Thousand and 00/100 Dollars ($525, 00.00) Motion Carried, Voice Action.

County Engineer Darin Koelm presented the Highway Department in written form.

Clay County Hospital President Chris Hunt presented information on recent simulated event: Decon Drill After Action Report.

CCH President Chris Hunt presented the Hospital report in written form.

 

Motion by Janice Brooks, seconded by Joe Goodman, to approve the ICRMT Property Casualty/Work Comp Insurance. Total: $219,493.00 Motion Carried.

 

Motion by Dave Johnson, seconded by Barb McGrew, to approve the Cyber Insurance Renewal. Total: $4767.00 Motion Carried.

 

Hope Trust Representatives Ray Diel and Kevin Kern presented a check for $6,467.59 to the County Board. The dividend check is for 2015 & 2016.

 

Executive Finance Committee Chairman Chris Rinehart presented the FY 2018 budget for public inspection/review.

 

Motion by Dave Johnson, seconded by Joe Goodman, to adopt the County Corporate Tax Levy in the amount of $575,000.00 not to exceed .37000 on the $100.00 valuation. Motion Carried.

 

Motion by Joe Goodman, seconded by John Bayler, to adopt the County Highway Tax Levy in the amount of $ 150,000.00 not to exceed .10000 on the $100.00 valuation. Motion Carried.

 

Motion by John Bayler, seconded by Barb McGrew, to adopt the County Highway Special Tax Levy in the amount of $125,000.00 not to exceed .08300 on the $100.00 valuation.  Motion Carried.

 

Motion by Barb McGrew, seconded by Joe Gilliland, to adopt the County Bridge Tax Levy in the amount of $73,750.00 not to exceed .05000 on the $100.00 valuation. Motion Carried.

 

Motion by Joe Gilliland, seconded by Shannon French, to adopt the County Matching Tax Levy in the amount of $73,750.00 not to exceed .05000 on the $100.00 valuation. Motion Carried.

 

Motion by Shannon French, seconded by Mary McCollough, to adopt the Mental Health Tax Levy in the amount of $26,000.00 not to exceed .02500 on the $100.00 valuation. Motion Carried.

 

Motion by Mary McCollough, seconded by John Weidner, to adopt the Work Comp Tax Levy in the amount of $90,000.00 at the full fair cash value. Motion Carried.

 

Motion by John Weidner, seconded by Janice Brooks, to adopt the Unemployment Tax Levy in the amount of $22,050.00 at the full fair cash value. Motion Carried.

 

Motion by Janice Brooks, seconded by Chris Rinehart, to adopt the IMRF Tax Levy in the amount of $890,000.00 at the full fair cash value. Motion Carried.

 

Motion by Chris Rinehart, seconded by Dave Johnson, to adopt the Social Security Tax Levy in the amount of $350,000.00 at the full fair cash value.  Motion Carried.

 

Motion by Dave Johnson, seconded by Joe Goodman, to adopt the County Insurance Tax Levy in the amount of $279,000.00 at the full fair cash value. Motion Carried.

 

Motion by Joe Goodman, seconded by John Bayler, to adopt the Cooperative Extension Tax Levy in the amount of $52,500.00 not to exceed .05000 on the $100.00 valuation. Motion Carried.

 

Motion by John Bayler, seconded by Barb McGrew, to adopt the Hospital Maintenance Tax Levy in the amount of $1,000.00 not to exceed .05000 on the $100.00 valuation. Motion Carried.

 

Motion by Barb McGrew, seconded by Joe Gilliland, to adopt the Public Health Tax Levy in the amount of $108,250.00 not to exceed .07000 on the $100.00 valuation. Motion Carried.
