The April 12, 2018 meeting of the Honorable Clay County Board was called to order at 6:00 p.m. by Sheriff Andy Myers.
The pledge to the flag was led by Sheriff Myers.

Chairman Whitehead acknowledged guests Orry Cummings, Smartwatt & Carl Baker, U of I Extension.
Chairman Whitehead added two items as agenda changes: Discuss/Approve a Banking Resolution for the Motor Fuel Tax Account and Discuss/Approve Second Amendment to Clay County Liquor Ordinance.

Motion by Brad Harris, seconded by Mary McCollough, to approve the County Board minutes of March 13, 2018. Motion Carried, Voice Action.
Motion by Shannon French, seconded by Joe Gilliland, to approve the action of the Claims Committee. Motion Carried.
The 911 Report was provided to the Clay County Board members in the agenda packets.
Carl Barker, University of Illinois Extension, presented an update for Clay County Extensions. Baker noted the Extensions involvement in: Beyond the Bell Program, Community Garden, My PI (Preparedness Initiative), Farm to Family Ag Tours, to name a few.
Motion by Brad Harris, seconded by Shannon French, to approve the reappointment of Davetta Dunigan to the Board of Review for a 2-year term (begins June 1, 2018) Motion Carried, Voice Action.
Motion by Dave Johnson, seconded by Brad Harris, to approve the reappointment of Jack Hastings to the Board of Review for a 2 year term. (begins June 1, 2018) Motion Carried, Voice Action.
Motion by John Weidner, seconded by Barb McGrew, to approve the reappointment of Hugh Kessler to the Farmland Assessment Review Committee. (begins May 1, 2018 ). Motion Carried, Voice Action.
The Real Estate Final Abstract for 2017 Reports have been submitted and received a multiplier of 1.
State Attorney Joel Powless provided an informational package regarding National Opioid Litigation.
Powless ask that board members review for discussion and approval in May.
The Board of Health Bulletin was provided to the Clay County Board.
Sheriff Myers presented the March 2018 Activity Report in written form.

Clay County Hospital President Chris Hunt presented the hospital report in written form, noting the upcoming 2nd Annual Women’s Health & Fitness Expo, as well as the PT2 (Prevent Type 2 Diabetes),
Board Member Brad Harris questioned CCH President Hunt about several providers leaving employment at the hospital. Hunt reported that they are working diligently to recruit providers and that it is a difficult task in Clay County.
Chairman Whitehead noted these issues should be discussed at Hospital Committee meetings and SSM is the management company handling these situations.
Harris noted that the hospital should have worked harder to keep the providers, and Chairman Whitehead suggested those with questions attend the Hospital Committee meetings. Additionally, he noted some things should not be discussed in open session and that there are proper channels to go through.
State’s Attorney Powless suggested moving on to other agenda items.
Motion by John Bayler, seconded by Dave Johnson, to approve a county debit card, account and new line item as needed. Motion Carried, Voice Action.
Motion by Mary McCollough, seconded by Joe Gilliland, to approve the preliminary step of due diligence to request for qualifications on the Smart Watt proposal. Motion Carried, Voice Action.
Motion by John Weidner, seconded by Dave Johnson, to approve the 2nd Amendment to the County Liquor Ordinance. Motion Carried, Voice Action.
Chairman Whitehead informed the board he had received correspondence regarding Noxious Weed Control. He will refer to the County Engineer.
Chairman Whitehead again, strongly reiterated that Employee/HR issues should not be discussed in public session.
Chairman Whitehead extended condolences to the Rita Porter family and read a “Thank You Card”
Chairman Whitehead informed the board that Janice Brook’s brother, Don Fitch, had passed away.
