The May 8, 2018 meeting of the Honorable Clay County Board was called to order at 6:00 p.m. by Chairman Ted Whitehead.
The Pledge to the flag and the blessing was led by Chairman Whitehead.
The roll was called:

Absent: Brad Harris, Joe Goodman, Janice Brooks & Jeremy Wildbur.
Chairman Whitehead acknowledged guests and noted Jennifer Brown, 911 and Sheriff Myers will not be at the meeting.
Motion by Mary McCollough, seconded by Shannon French, to approve the agenda as it stands. Motion Carried, Voice Action.
Motion by Dave Johnson, seconded by Barb McGrew, to approve the County Board Minutes of April 12, 2018. Motion Carried, Voice Action.
Motion by Shannon French, seconded by Barb McGrew, to approve the action of the Claims Committee. Motion Carried.
Clay County resident Kathy Smith, with daughter Maura, addressed the board. Smith relayed detailed events surrounding Maura’s illness, crediting the Clay County Hospital ER & Dr. Mooth’s quick actions in diagnosing a very dangerous AVM/Aneurism. Smith noted St. Louis doctors were quick to give credit to CCH for diagnosing and sending Maura to them for treatment/surgery.

CCH President Chris Hunt presented information to the board regarding the Hospital Plan and Goals for 2018, 2018 Infection Control Risk Assessment, and Hazard Vulnerability Analysis.
Motion by John Bayler, seconded by Dave Johnson, to approve the budgeted capital purchase of a Generator from Clinton Electric, amount of $179,000.00. Motion Carried.
CCH President Hunt gave a brief report on the economic impact of Clay County Hospital to the community. Hunt noted that the hospital and clinic employ 287 full time employees. Additionally, the hospital and clinic generate $854, 496 in economic activity for the local and state economies.
911 Reports were available to the County Board.
Discussion turned to the next agenda item, a Resolution for Opioid Litigation.
There was no motion made to approve the Resolution.
Motion by Joe Gilliland not to approve the Resolution for Opioid Litigation. No second was made; the motion died.
State’s Attorney Powless said the board can notify him if they wish to revisit the issue.
Gina Rinehart Clay County Health Department presented the Board of Health Bulletin in written form.
The Sheriff’s Activity Report was made available to the County Board.
Circuit Clerk Crystal Ballard presented her Quarterly Report. Additionally, Ballard reported she had hired Meagan Weaver as a new full time employee.
Treasurer Jana Tolliver presented the financial reports in written form. Tolliver noted the 2018 Mobile Home Tax bills have been mailed.
Motion by Chris Rinehart, seconded by Barb McGrew, to approve a Resolution and Addendum to Professional Service Agreement with Joseph E. Myer & Associates, Inc. (Clay County Trustee). Motion Carried.
Motion by Bryan Knapp, seconded by John Bayler, to approve the Amended Resolution Appropriating Funds for the payment of the County Engineer’s Salary. Motion Carried, Voice Action.
County Engineer Darin Koelm provided the Highway Department Report in Written Form.
Circuit Clerk Ballard reported an unexpected short fall in Line Item C3 & also discussed the need to replace a part time position with full time.
Motion by Barb McGrew, seconded by John Bayler, to transfer $3000 from Misc. & Contingencies to Line Item C3-Misc Expense for Indigents. Motion Carried.
Motion by John Bayler, seconded by Joe Gilliland, to approve the Circuit Clerk’s request to replace a part time position with full time. Ballard noted she will pay the difference from Circuit Clerk Funds for the budgeted part time to full time amounts.) Motion Carried.
Motion by Barb McGrew, seconded by Dave Johnson, to approve setting salaries for 4 year terms upcoming elected office holders with 3% increase. (Does not include Board Members.) Motion Carried.
Motion by Bran Knapp, seconded by Mary McCollough, to approve a debit card for the County Highway Department. Motion Carried, Voice Action.
Motion by Bryan Knapp, seconded by John Bayler, to approve a Resolution regarding Parcel #06-27-051. Motion Carried, Voice Action.
Motion by Bryan Knapp, seconded by Barb McGrew, to approve a Resolution to Assign Mobile Home Tax Sale Certificate of Purchase regarding Parcel #06-27-051. Motion Carried, Voice Action.
Motion by Bryan Knapp, seconded by Joe Gilliland, to approve a Resolution regarding the Right to Keep and Bear Arms. Motion Carried, Voice Action.
Chairman Whitehead reminded Board Members that by law each must comply with FOIA & OMA training, offered through the Illinois Attorney General’s website. He suggested filing certificates of completion in the County Clerk’s Office. Additionally, Whitehead noted St. Atty Powless will be individually training board members on OMA.
Motion by Mary McCollough, seconded by Joe Gilliland, to ratify the Chairman’s appointment of William Seelman to the Harter-Stanford FPD. (Term runs to the first Monday in May, 2021) Motion Carried, Voice Action.
Motion by Bryan Knapp, seconded by Chris Rinehart, to ratify the Chairman’s appointment of Danny Fender to the North Clay FPD. (Term runs to the first Monday in May 2021.) Motion Carried, Voice Action.
Motion by John Weidner, seconded by Shannon French, to ratify the Chairman’s appointment of Terry Stewart to the Clay City FPD. (Terms runs to the first Monday in May, 2021) Motion Carried, Voice Action.
