The July 14, 2015 meeting of the Honorable Clay County Board was called to order at 6:00 p.m. by Sheriff Andy Myers.
The Pledge to the flag was led by Sheriff Myers.
The blessing was led by Brad Harris.
The roll was called: Present: Mike Spitzner, Brad Harris Janice Brooks, Jeremy Wildbur, John Weidner, Chris Rinehart,John Bayler, David Johnson, Mike Rinehart, Mary McCollough, Sue Pettit.
Absent: Ted Whitehead, Joe Goodman, and Bryan Knapp.
Vice Chairman Chris Rinehart acknowledged guests and there was one agenda change: Board Member Mike Rinehart will address the board after Claims Committee.
Motion by Sue Pettit, seconded by John Weidner, to approve the agenda as it stands. Motion Carried. Voice Action.
Motion by Janice Brooks, seconded by John Bayler, to approve the County Board minutes of June 9 and 18, 2015. Motion Carried, Voice Action.
Claims Committee Chairman Sue Pettit reported that the Claims Committee meet July 6, 2015 to review closed session minutes of which March 10,2015, June 9,2015 and June 18,2015 were opened. Additionally, Pettit reported Employee Time Sheets were reviewed, as well.

Claims Committee Member Janice Brooks requested guidance and consideration of setting funding limitations on county funded retirement parties, funeral flowers, wedding and baby gifts, etc. The matter was referred to the Executive Finance Committee.
Board Member Mike Rinehart then read a short statement to the board: Addressed to Ted Whitehead, Chairman of Clay County Board, July 14, 2015.
Mr. Chairman: Due to personal issues. I hereby tender my resignation as Chairman of the Executive Finance Committee of the Clay County Board. I do wish to continue serving the citizens of Clay County as a member of this important committee. My resignation is effective as of this date. Vice Chairman Chris Rinehart will meet with Ted to discuss replacing Mike Rinehart as Chairman of the Executive Finance Committee.

CR Smith, Soil and Water Conservation District, presented his Semi- Annual Report. The board approved his report as submitted, by voice action.
Jennifer Brown, 911 Coordinator, presented the 911 Report in written form.
Eric Snedeker and Ray Diel, Snedeker Risk Management, provided an ICRMT Insurance update for Property Casualty and Workers Compensation. Snedeker provided the “2015 Seminar Schedule” and a Claims and Loss Control Service Summary”.
Jeff Workman, Clay County Health Department, provided the Board of Health Bulletin in written form.
Sheriff Andy Myers presented his June Activity Report in written form.
Additionally, Myers reported he had be contacted by the Legion Riders requesting permission to add to the Veteran’s Memorial, a POW-MIA Memorial Chair.
Motion by Mike Rinehart, seconded by John Weidner, to grant permission for an addition to the Veteran’s Memorial on the Courthouse grounds. Motion Carried. Voice Action.
Treasurer Jana Tolliver presented her Financial Reports in written form. Additionally, Tolliver reported that Real Estate Tax Bills have been mailed with collection dates set for August 21 and September 21. Taxes are also available as public record on the website.
County Engineer Mike Quandt presented the information regarding ranking engineering consultants based on qualifications for Phase I and II for the bridge replacement project on Sailor Springs Road (C.H.3).
Board Member Mike Rinehart stated he had a problem with ranking engineer consultants according to preferences, thinking it is not always a good thing, and questioning legality.
Quandt informed board members that this is part of the process required by the state.
Motion by Sue Pettit, seconded by Jeremy Wildbur, to accept the County Engineer’s and Road and Bridge Committee’s rankings of the engineering consultants for the Phase I and II engineering services for the bridge replacement project on Sailor Springs Road (C.H.3) over the Little Wabash River, and for the County Engineer to negotiate with the preferred consultant to obtain a fair and reasonable compensation for the engineering services. The rankings are as follows:
- Rhutasel and Associates, Inc from Centralia, IL.
- Hampton, Lenzini and Renwick, Inc. from Springfield, IL.
- Hurst- Rosche, Inc. from Hillsboro, IL.

Motion by Jeremy Wildbur, seconded by Mike Spitzner, to approve Bridge Aid Petition 15 (05-1) in the Township of Hoosier, Clay County, Illinois. Motion Carried. Voice Action.
Motion by Sue Pettit, seconded by Janice Brooks to go to closed session for the following purpose: (8) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, with the basis for such finding being: (5 ILCS 120/2 (c ) (11); Time:6:35 p.m. Motion Carried. Mike Quandt presented the Engineer’s Report in written form.
Amanda Goostree, CCH President presented the Hospital Report in written form.
Goostree then invited Dr. Doolittle to discuss an Urgent Care concept that Integrates (Doolittle) and CCH have been discussing. Doolittle said his company is seeking to acquire property to build an Urgent Care Clinic in Clay County. The facility would work cooperatively with CCH for Radiology, Lab, and Physical Therapy services.
Goostree sought guidance from the County Board to go into contractual discussion- leasing PT, Lab and Radiology space with Doolittle.
Also discussed was an expansion to the CCH Clinic that would allow for increased Oncology and Pharmacy Services. Goosetree questioned what steps to take next, taking potential contracts to the Hospital Committee and then board on to the board? Timeliness is important. It was suggested that Hospital Committee meeting notices be sent to all board members during these discussions, providing and Information Avenue for all. Discussion turned to possible Clinic Expansion, with Goostree again asking for guidance.
Motion by Jeremy Wildbur, seconded by Brad Harris, to go got for bids for the Clinic Expansion, an estimated $1,000,000 project. Motion Carried. Voice Action

In re: Clay County Hospital Cisne Clinic
Dear Sir or Madam:
At the direction of the Clay County Hospital administrative staff, and per a grant application made by Clay County Hospital for qualifying its Cisne Clinic, please find enclosed the following statement regarding the financial liability of the County as to Clay County Hospital.
Clay County Hospital is an organization under the auspices of the County of Clay, State of Illinois, and a governmental entity. The County of Clay is the financially responsible entity.
