The November 10, 2016 meeting of the Honorable Clay County Board was called to order at 6:00 p.m. by Sheriff Andy Myers.
The Pledge to the flag was led by Sheriff Myers.
The blessing was led by Brad Harris.

Chairman Whitehead acknowledged guests at the meeting: Walter Hale, Bob Bailey and Jennifer Moore. Additionally, Chairman Whitehead noted an agenda change, to the Chairman’s Report: National Rural Health Day Proclamation.

Motion by Jeremy Wildbur, second by John Weidner to approve the action of the Claims Committee. Motion Carried 12-Yes 1-No Additionally, Claims Committee Chairman Janice Brooks noted employees need to turn expense requests in on a more timely manner.

Circuit Clerk Crystal Ballard presented her report in written form.
Motion by John Bayler, seconded by Mary McCollough, approve rescinding previous Jury Resolution.
RESOLUTION
Whereas, by Resolution dated June 9, 2015, the Board of Clay County, Illinois adopted a Jury Resolution setting the fees to be assessed and collected by the Clay County Circuit Clerk for jury trails, and the amountys to be paid to jurors; and,
Whereas, certain of the provisions contained in the Resolution dated June 9, 2015 were based upon provisions of Public Act 98-1132, which has now been declared by the Supreme Court to be invalid, and the terms of the Jury Resolution of June 9, 2015 no longer meet the statutory requirements; and,
Whereas, the June 9, 2015 Jury Resolution should at this time be rescineded; and,
Whereas, the County Board is required to establish the amountys to be collected by the Circuit Clerk for jury trials and the compensation to be paid to jurors.
It is hereby resolved that the Jury Resolution of June 9, 2015 is hereby rescinded: and
It is hereby further resolved that the County Board establish that the fee to be assessed and collected by the Circuit Clerk for civil jury demands is $212.50 and,
It is hereby further resolved that the County Board established that the fee to be assessed and collected by the Circuit Clerk for ordinance violation jury demands is $137-.50: and,
It is hereby further resolved that the fee to by assessed and collected by the Circuit Clerk for alternante jurors in civil jury trials is $125.00 for each alternate juror requested; and,
It is hereby further resolved that the compensation paid to petit jurors, and grand jurors will be set at $20.00 per day; and,
It is hereby further resolved that the fee to be charged to the requesting litigant and then paid to any alternate juror(s) for their service in attendance the sum of $20.00 for each day of attendance; and,
It is hereby further resolved that jurors shall be reimbursed for mileage from their place of residence to the Courthouse at the rate allotted for mileage by the County Board; and,
It is hereby further resolved that in all other respects, the Reolution adopted August 12, 2003 shall remain in fulll force and effect.

Jeff Workman, CCHD, presented the Board of Health Bullentin in written form. Workman noted Teen Reach will be starting up again. Workman also noted the Health Department will be celebrating its 50th Anniversary on December 9, 2016.
Sheriff Myers presented the October Activity Report in written form.
Bellwether is currently working on the cost study for Court Security fees.

County Board members moved on to discussion of the Clay County Historical Society Building (Old Jail).The Building and Grounds Committee met on October 24th with Historical Society Memebers Bob Bailey, Walter Hale and David McPeak. The Historical Society is wanting to dissolve and the property will then revert back to County of Clay.
The building is on the National Registery of Historic Places. Decisions will need to be made regarding maintenance of the facility, as well as, the property contents. Maintenance issues such as the immediate need of a new roof will need addressed. Once the Historical Society relingquishes rights to property the county can move forward on what to do. The Village of Louisville may be able to help the County.

Chairman Whitehead read a “Thank You” card from the Mike Quandt family. Whitehead extended condolences to the family, noting Mike was a tremendous man and will be missed.
Chairman Whitehead paused to thank and recognize outgoing Board Members Mike Spitzner (December 1, 2008 thru November 30, 216) Mike Rinehart ( November 18, 2003 thru November 30, 2016) and State’s Attorney Sherri L.E. Tungate ( July 1, 2015 thru November 30, 2016) for their service to Clay County.
State’s Attorney Tungate thanked the Board for the opportunity and gave recognition to board members and employees.
Mike Rinehart also noted he had enjoyed serving the County.
